PERFORMANCE WORK STATEMENT (PWS)

1.0 BACKGROUND

The U.S. Naval Research Laboratory's (NRL) Code 8124, Advanced Operations Section, Pomonkey Research and Development (R&D) Facility is a unique field laboratory located 25 miles south of the NRL main facility. Specifically, six miles south of the intersection of Maryland Route 224 and Bumpy Oak Road, on Bumpy Oak Road in Charles County, near LaPlata Maryland. The site occupies approximately 134 acres and is owned by the NRL. Site assets include a full motion 30-meter parabolic antenna, the largest high-speed tracking antenna in the Continental United States (CONUS). This system is suitable for low Earth orbit as well as deep space mission requirements. Other precision tracking antennas are available, both full and limited motion, with apertures ranging from 1 to 18 Meters. As a result of special designs, the NRL Code 8124 Pomonkey facility can support operations over a wide band of frequencies ranging from 100 to beyond 31000 MHz. In addition to its primary location in La Plata MD, NRL Code 8124 also owns and operates several parabolic antenna systems at an Outside Continental United States (OCONUS) location. To confirm, there is one NRL Code 8124 facility located CONUS and one NRL Code 8124 facility located OCONUS. The purpose of this Performance Work Statement (PWS) is to define the technical engineering services to support the requirements of the NRL Code 8124 at both its Pomonkey and OCONUS facilities. The requirements placed on both R&D locations to execute new tasking and to increase the signal acquisition capability necessitate the frequent addition or modification of special R&D equipment. The contractor shall provide technical engineering services to support the design, development, implementation, troubleshooting, and maintenance of the NRL Code 8124, Advance Operations Section, R&D equipment for operational readiness, as set forth
