Performance Work Statement
HAAS HS-4R Milling Machine
Equipment Repair

16 Oct 2026

1.0 Scope/Background

This Statement of Work (SOW) establishes the requirements for repair of one Government-owned Haas HS-4R milling machine, Serial Number 2052422, located at Marine Depot Maintenance Command Production Plant (PPB) Barstow, BLDG. 638, Yermo Annex, Yermo, California 92398. In addition, this SOW defines the minimum requirements, replacement parts, on-site service, core return preparation, documentation, and functional testing necessary to meet this solicitation. The required repair includes the furnishing and installation of Haas/OEM-approved repair parts identified for the machine, including the Side Mount Tool Changer (SMTC) M-code relay triac service kit, I/O printed circuit board assembly, and Maincon PCB retrofit for ColdFire processor. The contractor shall provide qualified technician labor to install the new boards/components, prepare applicable failed core components for return, and test machine functions after repair. This requirement is limited to repair of the identified Haas HS-4R milling machine and does not include unrelated repairs, facility modification, machine relocation, full machine rebuild, operator training, full preventive maintenance, or additional parts/services not expressly authorized by the resulting contract. The Haas HS-4R milling machine is required to support Production Plant Barstow’s depot-level maintenance and production mission. The machine is used in the processing, repair, overhaul, inspection and repair only as necessary (IROAN), service-oriented assembly/repair, and fabrication support of various end items, components, parts, secondary reparables, and ancillary equipment routed throughout PPB’s industrial maintenance process. Maintaining this equipment in an operational status is necessary to support continued production capability, reduce delays to supported workloads, and enable PPB to meet Marine Corps mission requirements.
