Airfield Lighting Computer System as of 08 Oct 2026
1.0 SCOPE OF WORK. The contractor shall provide all management, transportation, tools, supplies, equipment, and labor necessary to perform comprehensive airfield lighting control system maintenance on Joint Base Langley-Eustis (JBLE), Langley Air Force Base (LAFB), Virginia (VA) in a manner that ensures continuous and reliable service. The contractor shall provide all labor, equipment, transportation, materials, and perform all operations necessary to conduct a comprehensive package of diagnostics and testing of the Airfield Lighting Computer System (ALCS) by certified technicians. The service shall include advanced preventive and predictive maintenance capabilities, along with complete hands-on system and hardware training for the customer maintenance personnel. The contractor shall provide a detailed report custom tailored to the airport, documenting all work performed and actions taken. 2.0 DESCRIPTION OF SERVICES.
2.1. Semi Annual Inspections:
2.1.1 The contractor shall perform an ALCS check-up that inspects each computer node in the ALCS network, including but not limited to the following tasks: • Communication system tests
• Computer hard drive diagnostics
• Database clean-up
• Touchscreen calibrations
• Enclosure inspections (fans/heating/cooling)
• Printer testing
• Keyboard/Monitor cleaning
• Network hubs and switch inspections
• Complete ALCMS software diagnostics and recommendations • Insulation Resistance (IRMS) diagnostics and testing
• UPS evaluation and testing
• ALCMS Computer testing and diagnostics
• Distributed Control Equipment (ACE™) diagnostics and testing • Constant Current Regulator (CCR) output tuning
• CCR Capacitor Testing
• Calibration of circuit lamps out
• Infrared Picture for CCR hotspots
• Predictive analysis of the ALCMS system and its components 2.1.2. The contractor shall perform system calibrations on associated airfield lighting circuits, including constant current regulator calibrations, calibration of lamps out, distributed control
