1.0 GENERAL INFORMATION

This is a non-personal services contract to provide Public Address (PA) System Maintenance, Testing, and Repair Services at Naval Medical Center Portsmouth and all Outlying Branch Clinics.

1.1.1 Description of services/introduction: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Public Address (PA) System Maintenance, Testing, and Repair Service as defined in this Performance Work Statement (PWS).

1.1.2 Background: The existing Public Address (PA) System at Naval Medical Center Portsmouth (NMCP) and its supported Branch Clinics consists of legacy equipment installed or modernized at various times throughout the facilities. Based on available facility information, the PA system serving Building 1 was likely installed or modernized during the building’s major renovation and recommissioning in 2002; Building 1 was officially rededicated on October 11, 2002. The PA system serving the Charette Health Care Center (Building 2) was likely installed and commissioned when the facility opened on April 30, 1999. The PA system serving Building 3 may have been installed as part of the building’s original construction and commissioning in 1959. However, government records confirming the exact acquisition, installation, modernization, or replacement dates for these systems are not available. The existing system includes paging amplifiers, zone controllers, speakers, wiring, interfaces with the NMCP telephone system, and power supplies distributed throughout NMCP locations. The system was previously monitored and maintained by SimplexGrinnell (Johnson Controls). Continued maintenance, testing, troubleshooting, and repair services are required to ensure the PA system remains operational and available for use.

1.1.3 Scope: The Contractor is responsible for maintenance and testing services for the existing Public Address (PA) System at Naval Medical Center Portsmouth (NMCP), Virginia 23708 to include Buildings 1, 2, 3, 104, 249, 250, 271, 273, 274 and 275, along with the Daily Colors System. The Contractor shall perform testing of the existing Public Address (PA) System and its associated components, including head ends, speakers, and related equipment. This will include all parts and labor to replace or repair all components (head end and speakers) at no additional cost should they fail or be near the point of failure for repairs associated with normal equipment failures. This also covers troubleshooting and diagnosing the systems. Additionally, any electrical installations will be the responsibility of the Contractor. These requirements will also support the PA systems components at the following NMCP Branch Clinics:
