PERFORMANCE WORK STATEMENT (PWS)

Back-up Temporary Generator Lease Draft

Part 1
General Information
1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
1.1 Description of Services/Introduction: This is a non-personal services contract for the monthly lease and sustainment of a temporary generator. The contractor shall provide all necessary services to ensure the generator remains fully operational and capable of providing primary backup power to the Winn Army Medical Center's chiller systems during any planned or unplanned power outages. This includes, but is not limited to, routine maintenance, performance monitoring, and all decommissioning and transportation logistics required at the conclusion of the lease period.
1.2 Background: A temporary generator is currently installed on-site to provide backup power to the Winn Army Community Hospital (WACH) chiller plant. This requirement stems from the primary backup generator (Generator #3) being inoperable. As the permanent generator remains out of service, this contract action is to lease and sustain the temporary generator to ensure uninterrupted backup power for critical hospital infrastructure. 1.3 Scope: This contract is a continuation of a previous agreement for a temporary generator that is already installed and commissioned at Winn Army Community Hospital (WACH). The scope of this non-personal services contract is strictly for the monthly lease, sustainment, and eventual decommissioning of the existing temporary generator. The Contractor shall provide all labor, materials, and supervision necessary to: a. Sustain Operations: Maintain the temporary generator in a state of full operational readiness to provide backup power to the WACH chiller plant (Building 350) during any power outage. This includes all preventative and corrective maintenance. b. Ensure Performance: Conduct periodic testing and monitoring to ensure the generator meets all performance requirements for the duration of the lease. Contractor will have the required remote annunciator for the generator to provide audible and visual signals 24-hour duration, in the hospital energy plant building 350. The announcer must indicate critical faults (e.g., low oil pressure, high temp, overspeed) and be powered by the battery. (NFPA 110
