General Project Requirements
This section describes the principal tasks that the A/E must accomplish to meet the expectations of the contract. It also includes proposals following A/E observations of the existing conditions in the current TRs, data center, and proposed TRs and data center at the Martinsburg VAMC campus. An important facet for the success of this project is the location of the data center. The overall phasing plan is approximately 700 days until completion. All construction sequencing shall be coordinated with local VA, local OIT, the Registered Communications Distribution Designer (RCDD) and the Healthcare Environment and Facilities Programs (HEFP)/Special Engineering Projects (SEP) coordinators for work-related times for day, night, and weekend work. Work shall be coordinated with VA for code and life safety-related measures associated with phasing of demolition and construction work to support life safety measures. Construction will be phased by building and floor to maintain telecommunication service to critical areas. Current TRs and the work area outlets will need to remain operational throughout the construction process until the new TRs are operational. Normal working hours for this contract will be from 7:00AM to 4:30PM (local time), Monday through Friday except for weekends and established Federal Holidays. It is anticipated that the work outside regular working hours will be required. Performing onsite work outside normal working hours will require approval from the COR. Requests
