INTRODUCTION

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single firm-fixed-price contract for the design-bid-build EHRM Infrastructure Upgrades construction project at the Dallas Consolidated Mail Outpatient Pharmacy (CMOP) located at 2962 S. Longhorn Drive, Lancaster, TX 75134.

PROJECT DESCRIPTION

The Dallas CMOP is seeking a general contractor to furnish all labor, materials, equipment, and supervision, and perform all the following infrastructure improvements: DMAR Room 110A (Electrical and Telecom), TR 208 (Mechanical and Electrical), East Wall TE (Electrical and Telecom) and Data Center Room 128 (Electrical and Telecom).

ADMINISTRATIVE

The solicitation will be issued as an Invitation for Bids (IFB) conducted in accordance with FAR part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be issued as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in late October 2026. The period of performance is approximately 357 calendar days from the issuance of the notice to proceed. The target ceiling for this EHRM project is $1,000,000.” This notice is not a request for competitive offers.
