Secure Juvenile Services within Maryland, Pennsylvania, Virginia, or the District of Columbia
The Federal Bureau of Prisons is seeking providers capable of providing Secure Juvenile Services for male and female Federal offenders held under the authority of United States statutes. The proposed facility must be located within Maryland, Pennsylvania, Virginia, or the District of Columbia. Secure Juvenile Services shall be provided in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled “Contract Secure Juvenile Facility with Work Release,” dated March 2025. The SOW and additional requirements will be included with the solicitation. The anticipated contract will be an indefinite-delivery, indefinite-quantity (IDIQ) contract with firm-fixed unit prices for one line item covering Secure Juvenile Services (in-house beds). The anticipated period of performance consists of a one-year base period beginning April 1, 2028, and four one-year option periods, extending through March 31, 2033, if all options are exercised. For Line Item 1, the requirement consists of a guaranteed minimum of five beds, which may be filled by a combination of male or female offenders, and an estimated maximum of ten beds during the base period and each option period. The anticipated contract will also include an option to extend services for up to six months. For the potential extension period of April 1, 2033, through September 30, 2033, the anticipated guaranteed minimum quantity is 915 inmate days, and the estimated maximum quantity is 1,830 inmate days. Solicitation 15BRRC27R00000014 is anticipated to be available on or about November 18, 2026 and will be distributed solely through SAM.gov. Hard copies of the solicitation will not be available.
