DESCRIPTION

This is a Pre-Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise for Quotes the project entitled ‘Effluent Wastewater Testing’ to be accomplished at the Aleda E. Lutz VA Medical Center, Saginaw, MI. A solicitation is planned to be issued on or about October 22, 2026.
The project’s general scope of work is to furnish all tools, equipment, material, permits, labor, supervision, and all other necessary resources to accomplish the following work: Wastewater Effluent Laboratory Analysis Services include, but are not limited to sample preparation, collection, and storage; transportation of wastewater effluent samples to a laboratory, performance of analytical testing; reporting of analytical test results; and consultative services. Work is scheduled to be performed during the normal daytime business hours of the medical center excluding federal holidays.
The North American Industry Classification Code (NAICS) for this procurement is 541380 Environmental testing laboratories or service, with a small business size standard of $19 million. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date. This acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only offers from verified SDVOSBs registered in the Veteran Small Business Certification (VetCert) database (https://veterans.certify.sba.gov/) at the time of proposal submission are eligible for consideration.
