Quality Assurance Surveillance Plan (QASP)

MRTC DIRECT ACTION IDIQ

1. Purpose

This Quality Assurance Surveillance Plan establishes the Government’s approach for monitoring contractor performance under the MRTC Direct Action Instructor Support requirement.
The QASP is intended to ensure that contractor performance conforms to the Statement of Work, task orders, applicable course Programs of Instruction, security requirements, safety requirements, and contract terms and conditions. This QASP does not create new contract requirements, change the Statement of Work, direct contractor personnel, or authorize the COR to alter contract terms. Only the Contracting Officer may modify the contract.

2. Scope

This QASP applies to contractor performance supporting: • Direct Action High-Risk Training Instructors;
• Episodic Direct Action Instructors;
• Episodic Combat Marksmanship Instructors;
• Staffing, retention, backfill, and transition requirements; • Instructor qualification, currency, safety, and security requirements; • Course support, POI support, and logistical coordination; • Monthly Status Reports;
• After Action Reports;
• Training-resource summaries;
• Travel and materials/ancillary support, if included in the final SOW and CLIN structure;
• Quality-control, reporting, and mission-continuity requirements. The SOW requires qualified personnel, continuous staffing, transition support, current tactical expertise, course support, reporting, and maintenance of required security clearances.

3. Roles and Responsibilities

3.1 Contracting Officer

The Contracting Officer shall:
• Retain authority to interpret, modify, administer, and enforce the contract; • Review significant performance issues;
• Determine contractual remedies, if appropriate;
• Approve or disapprove Key Personnel substitutions;
• Coordinate with the COR, requiring activity, security office, and other Government personnel as necessary.

3.2 Contracting Officer’s Representative

The COR shall:
• Conduct surveillance in accordance with this QASP;
• Review contractor deliverables and observe contractor performance; • Document surveillance results;
• Notify the Contracting Officer of actual or potential nonconforming performance; • Coordinate with Government technical personnel on performance observations; • Avoid directing contractor personnel outside the scope of the contract.

3.3 Requiring Activity/Government Technical Personnel

Government technical personnel may provide performance observations, validate coursesupport requirements, identify mission impacts, and assist the COR with surveillance.
