Question 1: Tele-triage labor category (Line Item 2c1): The Performance Work Statement requires teletriage services 24 hours per day, 7 days per week, but does not identify a labor category or licensure requirement for the tele-triage provider. What provider licensure does the Government expect for tele-triage, and may tele-triage be performed by a licensed RN or licensed APRN/FNP practicing within their applicable state scope of practice?
Answer 1:The Performance Work Statement (PWS) establishes the Government’s required performance outcomes and does not prescribe a specific labor category for performance of the teletriage services. Offerors are responsible for proposing an approach that satisfies the requirements of the PWS, including all applicable licensing, credentialing, scope-ofpractice, and other professional requirements.
Question 2: Limited line-item offers: The PWS states the Government may award any or all line items and reserves the right to award all, some, or none of the listed telehealth specialties. Please confirm that an offer proposing a subset of line items (for example, Line Item 2c1 Tele-Triage only) remains eligible for award of the items proposed.
Answer 2: See II. Statement of Output
“The BOP desires to make an award to the offeror who can provide the best value, considering the diversity of available services and price, among other criteria. Therefore, the Government may award any or all line items, may withhold award of any or all line items, or may award to an offeror who proposes less than the full complement of services contained in this solicitation. Accordingly, output items 1 and 2 are optional deliverables while output items 3, 4, and 5 are applicable to all services provided. Offerors are encouraged to submit comprehensive proposals committing to provide all outputs listed in the solicitation. Offerors who propose less comprehensive approaches will be evaluated accordingly.”
Question 3: Neutral past performance rating: Section M.04 provides that an offeror with no relevant past performance will receive a Neutral rating and will not be evaluated either favorably or unfavorably. Please confirm how a Neutral rating is applied relative to offerors with CPARS data when establishing the overall non-price ranking.
Answer 3:
A Neutral past performance rating is treated as neither a strength nor a weakness. The Neutral rating is carried forward into the non-price evaluation and does not diminish
