Questions and Answers
Question 1: What is priced: Section B has a single CLIN 0001 ("5 Year Ordering Period Forklift Repair Services," 1 Lot, FFP), while PWS 2.2 and 5.1 state each unplanned repair will be separately quoted after an on-site diagnostic. Attachment 1 ("Complete list and cost") has Ordering Year 1-5 columns for each of the 24 units. What exactly should offerors enter in those columns: an annual per-unit price, fixed labor rates, or an estimated repair amount? How will price be evaluated? Answer 1: Please see FAR 52.212-1 Addendum – Instructions to Quoters which has been revised to provide clear instructions on submitting a price quote and FAR 52.212-2 for evaluation criteria. Question 2: Rates and charges: Should the quote include fixed hourly labor rates (regular and overtime), a service call/trip charge, and a parts pricing method (e.g., OEM list less discount or cost plus markup) that will govern each task order quote under PWS 2.2.2? Answer 2: Please see FAR 52.212-1 Addendum – Instructions to Quoters which has been revised to provide clear instructions on submitting a price quote. Question 3: Diagnostic visits: Under PWS 2.2.1 and 5.1, is the 48-hour on-site inspection and quote billable if the Government decides not to proceed with the repair? All costs for 48-hour on-site inspections and subsequent quotes shall be factored into the price quote or general contract overhead.
Question 4: Ordering period and history: PWS 1.4.1 lists the ordering period as beginning 1 Oct 2026, which has passed. Please confirm the anticipated start date. Can the Government also share the approximate annual number of service calls and repair spend for these 24 units, and identify the incumbent contractor?
Answer 4: The anticipated ordering period start date has been updated in the PWS. NAVOCEANO estimates an average of approximately five repair service calls annually. This is considered a new requirement for NAVOCEANO as previously, these services were provided under shared contract N69450-23-D-0058.
Question 5: Attachment I has a dollar cell for each machine in each of five ordering years and no laborcategory rows, while the quote instructions (page 31, item c) require fully burdened labor rates for all labor categories for all ordering periods on Attachment I.
