Please provide any available historical information regarding the current RRC program serving the Pawtucket, Rhode Island area, including average daily population/utilization for both RRC and Home Confinement services and available performance or outcome measures, such as successful program completion, employment, housing, offender accountability, and successful community reentry. See 15BRRC22D00000325 on SAM.gov for historical award information.
Could you please confirm whether we must provide proof of license to do business at the time of proposal submission, or if we are permitted to provide this documentation after submission, but prior to award?
I am not aware of any requirement for a “license to do business” unless there is a local or state requirement for such a license.
If permitted, when is the proof of licensed to do business required post submission? Proof of licensure is not a requirement of the BOP. While I’ve never seen a licensure requirement from a local or state ordinance, if one existed, documentation of appropriate licensure should be submitted with zoning documentation to ensure the appropriateness of the site.
Lastly, could you kindly point us to the specific section within the solicitation that outlines this requirement?
I am not aware of a section of the solicitation which requires licensure. We do require documentation showing the site has proper zoning/right to operate an RRC, but not necessarily licensure.
Must an offeror have an operational RRC facility within Pawtucket at the time of proposal submission, or may an offeror demonstrate site control and establish full operational readiness prior to the contract's required performance date? Please refer to the Solicitation Document.
Additionally, are there specific licensing, zoning, inspection, accreditation, or staffing
