Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Hospital Supply Division, is the contracting activity.

The justification is for an acquisition supporting Cannon AFB in New Mexico. The customer is seeking to acquire a dental chair system package: A-dec Inc.:500 ELECTRIC COMPLETE DENTAL EQUIPMENT PACKAGE WITH INSTALL. The order can be placed against ECAT Solicitation SPE2DH-21-R-0002 Contract Number SPE2DH-24-D-0006, which is valid through March 05, 2029.

The authority waiving the competition requirements is FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The use of this authority is necessary to meet this location’s requirement for 17 Each, 500 Electric Complete Dental Equipment Packages. The dental chair system package is necessary because this location’s existing dental chairs have exceeded their life expectancy and they are required to be replaced.
The required Dental Chair System Package must satisfy the following minimum requirements established by the aforementioned location:

a. Internal Water Supply - The system must have an internal water system that keeps the water supply uncontaminated.
b. Backrest - The system must have an ultra-thin 1.25" flexible backrest. c. Headrest - The system must have a detachable double articulating headrest with a sliding cushion and an operational quick release adjustment lever.
d. Lift Range – The system must have a chair lift range greater than 30 inches. e. Patient Load - The system must have a maximum patient load equal to or greater than 500 pounds (lbs).
f. Plumbing - The system must be able to connect to existing plumbing lines and hookups.

g. Stop Plate - The system must have a stop plate with a reset button that, when activated, stops the chair base from moving further downward.
