Redstone Question and Answers
Question: BACKGROUND: The Submission of Offers section (13) states “Quotations will only be accepted from facilities-based incumbent and competitive local exchange carriers certified by the State of Alabama to provide local exchange services. Whereas section (15) (B) states “Proof the Offeror is a facilities-based carrier certified to provide local exchange services within the State of California”. QUESTION: Can the Government confirm that being certified facility-based carrier in the State of Alabama is the requirement and the reference to the State of California is not required? Answer: The requirement about the state of California does not seem necessary. (Perhaps meant Alabama?) And we can accept the pseudo or equivalent for PRI services, but it needs to be written so that it’s clear that we will still be handing off our services as a PRI. The PRI to SIP aspects need to be handled by the provider, we do not have the capability to do so. The other requirements are end of life and not a priority to continue services. The priority for this stopgap measure is to continue to deliver phone services, local and long distance, through our PRI handoff.
