Title: Financial Management Software and Support Services NAICS: 541519 – Other Computer Related Services; Information Technology Value Added Resellers Amendment 004

The purpose of this amendment is to provide responses to questions posed by prospective vendors. All other terms and conditions remain unchanged. Question 63: Should respondents assume enhancement of the existing OneStream environment, including the named SensibleAI and Genesis capabilities, or may they propose an alternative unified platform? Within the preferred approach, would the Authority consider supported, separately identifiable governance components that integrate with the platform while retaining a single prime accountable for end-to-end delivery?
Response 63: Reference Amendment 003 Response 11, 19, and 22 Question 64: Will the Authority accept a clearly bounded response from a specialist small business that identifies its proposed contribution, dependencies and capability limitations rather than representing full-platform capability? For a team response, may the three similar Federal contract examples be supplied by identified proposed team members, with each performing entity and delivered scope clearly attributed?
Response 64: Reference Amendment 003 Response 20.
Question 65: For supported extensions, AI models and connected services, what existing authorization boundary and agency integration constraints should respondents assume? Please clarify the milestone at which FedRAMP Moderate authorization and agency RMF/ATO requirements must be satisfied, including whether a separately approved nonproduction phase using synthetic data may precede production authorization. This would help respondents provide realistic authorization timelines and avoid assuming that an underlying cloud service's authorization covers an application or extension.
Response 65: Should a solicitation be released, proposed solutions in response to such solicitation must be FedRAMP-Moderate approved at time of quotation/proposal submission.
Question 66: Which AI-enabled actions should remain advisory, and which may execute after approval? In particular, should proposed approaches enforce preparer/reviewer separation and an explicit authorized approval before posting an adjusting journal entry, assigning a contract number or writing an approved budget scenario? Please identify any required treatment when source data or governing rules change after approval but before execution.
