EXECUTIVE SUMMARY
An industrial and co-development opportunity to establish advanced manufacturing capabilities on Oahu, Hawaii, addressing defense manufacturing needs while exploring opportunities to strengthen Hawaii’s industrial base and long-term strategic resilience.
In coordination with the U.S. Pacific Command (PACOM) and the U.S. Pacific Fleet (PACFLT), the Department of the Navy (DON) is pursuing Pacific Greenfield, an effort to establish advanced manufacturing (AM) capabilities on Oahu. To inform potential paths forward, the DON is seeking industry feedback on the concepts, requirements, and conditions necessary to enable this capability, including space, utilities, infrastructure, and other characteristics required to support the mission utilizing existing Navy property. This Request for Information (RFI) is intended solely to gather information and broaden industry engagement. Respondents are encouraged to explore innovative, value‑driven concepts that enhance mission resilience, leverage commercial synergies, and demonstrate how industry can partner with the DON to shape the future of advanced manufacturing in the Pacific.
The need for Pacific Greenfield is both urgent and foundational. The evolving geopolitical environment and increasing constraints on global supply chains have highlighted vulnerabilities in logistics models. Reliance on long-lead, Continental United States (CONUS)-based supply chains introduces substantial operational risk. Establishing more AM capability dramatically reduces time-to-field, increases resilience, and strengthens deterrence by enabling local production of critical components at scale. This RFI seeks dual use opportunities that boost resilience in the Pacific, mitigating supply chain disruptions and supporting humanitarian aid and disaster relief, particularly for critical safety and infrastructure items.
Pacific Greenfield will bridge the gap between prototyping and industrial production measured in the hundreds to thousands of units. This RFI seeks industry’s thinking on the full realm of the possible, technological, commercial, and operational, across a wide spectrum of acquisition models. Respondents are encouraged to propose alternative or
