Amendment 0001
QUESTION #1: First, the SAM.gov opportunity listing identifies November 5, 2026, at 10:00

AM Eastern as the response deadline, while Section 3 of the attached RFI identifies November 4, 2026, at 10:00 AM Eastern.

Could you please confirm which response deadline governs?

ANSWER #1: The response deadline is November 5, 2026, at 10:00 a.m. Eastern.

QUESTION #2: The RFI requests that SDVOSB respondents indicate whether at least 50

percent of the cost of performance will be expended on employees of their concern or other eligible SDVOSB/VOSB concerns.

For an authorized reseller providing OEM-hosted SaaS subscriptions, with technical support, onboarding, and training performed by the software manufacturer, could you please clarify how the VA intends to evaluate this requirement? ANSWER #2: The evaluation methodology will be shared if/when a solicitation is posted.

QUESTION #3: Could you please confirm the response deadline? The SAM.gov listing shows November 5, 2026 at 10:00 a.m. ET, while the attached RFI states November 4 at 10:00 a.m. ET. I also note the November 3, 9:00 a.m. ET question deadline.

ANSWER #3: Questions are due by November 3, 2026 at 9:00 a.m. The response deadline is November 5, 2026, at 10:00 a.m. Eastern.
QUESTION #4: For planning purposes, would input clearly identified as a development-stage technical approach be useful to this market research, or should vendors at that stage reserve their input for another channel? Our preferred commercial path would be a separately scoped paid prototype followed by product licensing if a future procurement permits it; we understand the current RFI is unpaid and does not promise such a procurement.

ANSWER #4: The Government is seeking an existing, developed solution that meets the requirements of the draft PWS.
