Solicitation 140GG027R0001, GIS Support – Questions and Answers 1. Set-aside. Page 7 states that this acquisition is a competitive 8(a) set-aside, and SAM.gov lists it as an 8(a) set-aside. The SF 18 cover page box reads "IS NOT A SMALL BUSINESS SETASIDE." Please confirm that the competitive 8(a) set-aside governs and that the SF 18 box will be corrected by amendment.
RESPONSE: SF 18 is correct. The checked box indicates that the RFQ is a small business setaside. Due to a system glitch, the box does not include the wording shown in the alternative box stating that the acquisition is not a small business set-aside.
2. NAICS. The solicitation assigns NAICS 541370 (size standard $19M). To be eligible, must an offeror list 541370 in its SAM registration when it submits a proposal, or is it enough for the 8(a) participant to be small under the $19M standard?
RESPONSE: The participating entity must be registered in SAM with the NAICS Code listed in the solicitation at the time the proposal is submitted. 3. Place of performance. Page 12 lists the place of performance as "TBD at time of award," and the PWS calls for scheduled weekly face-to-face meetings with the Project Chief. Will contractor personnel work on site at the Denver Federal Center with Government-furnished workspace, or off site with travel to Lakewood for the weekly meetings? If off site, how often is on-site presence expected beyond those meetings?
RESPONSE: The Contract personnel will be offsite; weekly meetings are accomplished on Microsoft Teams calls. There are no required on-site meetings. 4. Government-furnished access and software. Task 1.1 requires access to the proprietary S&P, Nehring and GeoMark databases, and Task 1.3 requires use of CERSC cloud storage and servers. Will the Government furnish database access, CERSC network accounts, workstations, and GIS and graphics software licenses (for example ArcGIS Pro and Adobe Creative Cloud)? If not, which items must the contractor supply and price?
RESPONSE: The Government provides a government-owned laptop with all appropriate software and software licenses, and provides access to proprietary databases, cloud storage, and servers.
5. Workload and labor standards. Please provide the estimated annual level of effort, in hours or full-time equivalents, for Tasks 1 and 2. Please also identify the Service Contract Labor Standards wage determination number and the labor categories that apply, because the solicitation cites the clause but does not attach a determination.
