This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Work Item (WI) WI-0100 Ultrasonic Gauging Services ESP Hull Special Survey 8 (Attachment 1) contains the Statement of Work (SOW) and other details required to successfully execute this requirement. The following information is relevant to the successful completion of this procurement: a.
Ship Availability / Periods of Performance (POP). Saturday, 28 November 2026 through Thursday, 10 December 2026
b.
Performance Location. Naval Base San Diego (NBSD). Pier: TBD
c.
Base and Ship Access.
i. DBIDS is required to access NBSD & USNS KAISER. “Pier Access” must be annotated on the back of the DBIDS card to access the pier. IF not currently in possession of a DBIDS card for NBSD then contact the designated PE after award for assistance with filling out and submitting a 5512 form and DBIDS spreadsheet. NOTE: DBIDS FOR LOCATIONS
OTHER THAN THE ONE LISTED ABOVE WILL NOT BE ACCEPTED BY SECURITY
PERSONNEL WHEN TRYING TO ACCESS THE BASE FACILITY.
d.
ABS Certification.
i. At time of proposal submission offerors are required to submit ABS documentation confirming certification status to conduct hull gauging.

i. Available to ABS-certified hull gauging companies upon request.

It is anticipated that a firm-fixed price (FFP) purchase order (PO) will be issued in response to this RFQ. Commercial financing is not applicable to this procurement.
