BACKGROUND AND SCOPE

The Federal Bureau of Prisons (Bureau) is an agency of the Department of Justice (DOJ). It consists of 122 institutions throughout the United States, including Hawaii and Puerto Rico; 6 regional offices, a Central Office (headquarters), 2 staff training centers, and 22 Residential Reentry Management offices.

PURPOSE

This announcement is posted as a Request for Information (RFI) only for an intended upcoming solicitation that will be posted on the SAM.gov website. This RFI is being issued to determine whether or not there are qualified sources that will be able to meet the requirements of this intended upcoming solicitation. This upcoming solicitation will be for Residential Reentry Center Services with Home Confinement Services to be Located within the Michigan Counties of Saginaw, Genesee, Shiawassee, Bay, Midland, Isabella, Clare, Gladwin, Arenac or Gratiot held under the authority of various United States statutes. The geographical radius for home confinement services is 175-miles of the facility not limited by city, county or state lines. The solicitation is anticipated to be for an IDIQ contract with tiered pricing. There will be a guaranteed minimum and an estimated maximum number of placements, to include in-house and home confinement placements. It is anticipated that all services will be solicited under a single procurement. It is the intent and preference of the government to award RRC services and HC services to a single provider. Contractors who are proposing RRC/HC services must bid on both line items for RRC & HC services.
The requirement is anticipated to be for an estimated maximum of 30 In-House beds which can be filled with a combination of males or females, estimated maximum of 15 Home Confinement placements which can be filled with a combination of males or females. The ability to accept sex offenders in-house is required.
The Bureau would like input from providers of services in the community as to the feasibility of providing these services in this geographical area.
