Single Source Justification for MPT up to SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C261-27-AP-0988
1. Contracting Activity: Department of Veterans Affairs (VA), Network Contracting Office (NCO) 21 for VISN 21, San Francisco VA Health Care System, 4150 Clement St, San Francisco, CA 94121
VA 2237: 662-27-1-412-0006
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The San Francisco VA Health Care System (SFVAHCS) requires cardiovascular perfusion services to be provided in the Operating Room at the SFVA Main Campus. Contractor personnel must be available to furnish required perfusionist services on an as-needed basis 24 hours per day, seven days per week, including national holidays. These services are critical to support ongoing cardiac surgical procedures and ensure there is no lapse in patient care for Veterans. Estimated Amount: $462,971.00 for a 6-month bridge contract. 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Description of market research conducted and results or statement why it was not conducted: Minimal market research was conducted as this is a 6-month bridge contract intended to ensure continuity of critical cardiovascular perfusion services while a new long-term contract is competed. The incumbent provider, Golden Gate Perfusion (a Women-Owned Small Business), has been providing these services under contract number 36C26121D0065 and possesses the required expertise, staffing, and familiarity with the SFVAHCS facilities. No other sources were identified as being able to fulfill the immediate need without a break in service. The previous solicitation process resulted in an unresponsive vendor, and no additional qualified sources were found in the timeframe required.
This bridge action is necessary to prevent a lapse in services essential to Veteran care and will be replaced by a fully competed Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract, once the solicitation process is completed and awarded. Therefore, this sole-source action is limited to the incumbent for continuity and patient safety reasons.
