DESCRIPTIONS/SPECIFICATIONS/STATEMENT OF WORK

1. BACKGROUND

The Chalmette Monument was constructed between 1855 and 1908 to commemorate the Battle of New Orleans, which occurred on January 8, 1815, between the British Army and the United States Army. The monument is constructed of Tuckahoe and Georgia marble and measures approximately 100 feet tall, 16 feet 8 inches square at the base, and 14 feet square at the top. It is situated on a stepped marble base measuring approximately 40 feet square and 8 feet high. An iron spiral staircase is located within the shaft and leads to an observation platform at the top of the tower, where three narrow windows are located at each elevation. Multiple brass elements exist throughout the monument, including the entrance door and jambs, window grilles and screens, the stair handrail, and nine commemorative plaques located around the circumference of the grass lawn. The monument is a contributing structure in the Chalmette Unit of the Jean Lafitte National Historic Landmark District.
A recent site visit revealed extensive atmospheric and biological growth staining on the exterior stone, as well as vegetation growth within the mortar joints. Many stone joints exhibit loose or missing mortar, and several stones have begun to spall. Multiple bronze windows within the tower have missing components, and the exterior elements require refinishing. The lightning protection system mounted on the roof is missing several original air terminals.
The Historic Preservation Training Center (HPTC) Masonry Section of the National Park Service (NPS) is soliciting estimates for the design and construction of a scaffold system that will allow full access to the approximately 100-foot-tall, 6,800-square-foot stone obelisk, enabling HPTC day labor to safely and efficiently perform masonry repairs.
The anticipated duration of the masonry stabilization work is approximately three (3) months, during which the scaffold must be fully accessible. Mobilization and demobilization by the scaffold contractor shall occur outside of this three-month window. Park will be closed during the scaffold construction, disassembly and masonry repairs.
Jean Lafitte National Historical Park will have ultimate approval of the construction timeline, as the project will directly affect park operations and facilities.
