1. Contracting Activity: Department of Veterans Affairs, VISN 4, Network Contracting Office 4, Commodities 1
Brief Description of Supplies/Services required and the intended use/Estimated Amount: The Butler VA New Castle Road (NCR) facilities, 325 New Castle Road Butler, PA 16001-2480, has a new Brand Name Only, Burlodge Model Number BHFS‐M‐4, requirement for a replacement of their custom built Burlodge Hot Food Server Steamtable. The Burlodge Steamtable is essential to plating and holding of veteran and staff meals in accordance with the regulated requirements for safe food handling and delivering. The Burlodge Steamtable supports food safety by ensuring products remain in the safe temperature zone during meal plating, supporting the Hazard Analysis Critical Control Point (HACCP) standards for food preparation. The estimated value of this procurement action is $18,313.48
2. Rationale for Sole Source Requirement
The requirement for Burlodge is based on the following essential factors: a. Strict Physical Space Constraints (Critical Installation Limitation) The tray‑line area where the hot food server must be installed is bounded by two large structural pillars, leaving no ability to widen, rearrange, or reconfigure the space. The existing Burlodge unit fits within this narrow footprint. Any steam table or hot food server that is even slightly larger would not physically fit between the pillars. The facility’s dietary service area was originally designed and constructed around a Burlodge tray‑line system, including the hot food server/steam table components. The physical layout, utility connections, electrical configuration, and workflow processes were engineered to accommodate Burlodge‑specific dimensions and operating requirements. Because the current steam table is part of a larger, integrated Burlodge system, replacing it with the same brand is essential to ensure seamless compatibility with existing equipment and infrastructure.
b. Electrical Compatibility (Critical Infrastructure Match) The electrical system was installed for Burlodge components. Specifically, the current Burlodge Steamtable operates on 208 Volt/60 Hertz/3 Phase with a NEMA L15-20 end cap,
