JOINT ADMINISTRATIVE OPERATIONS

Acquisitions Operations

The objective of this contract is to acquire the highly specialized, technical capabilities of Real Time Research, Inc. (RTR) to assist the Arcata Fish and Wildlife Office’s (AFWO) Fisheries and Aquatic Conservation (FAC) Program in conducting aspects of scientific studies intended to describe and quantify the abundance, survival, and mortality of anadromous salmonids in the Klamath Basin. Work specified under this contract includes updating the data management system for salmonids in the Klamath watershed, updating IT security requirements, and ensuring the data is accessible to all parties providing the input data.

Research was not conducted due to the history in working with RTR and the historic investment in the database they have assembled for this area that is commonly used by our agency and various partners throughout the basin. To switch to a different company at this point would be a waste of federal tax dollars by starting that work all over again with an alternative company.

No other companies have a Klamath Basin Fish Monitoring data collection and management system, let alone one that is Fed Ramp-compliant and using our Azure tenant required by IRTM.

The cost and the amount of AFWO staff time that would be required to get a new contractor up-to-speed with the tasks required are prohibitive. The cost required to re-train all our partners using this system to a new system would also be cost prohibitive and we would not have time to complete both these tasks prior to the next field season when this database is required to support water management decisions.

RTR created the now commonly used Klamath Basin Fish Monitoring (KBFM) data collection and management system which has been in operation since 2021. It includes Android and iOS mobile applications, a centralized SQL Server database, and a secure, web-based data management console. The system is hosted within the USFWS’s FedRAMP-compliant Azure tenant and is maintained and supported by Real Time Research (RTR). The AFWO has requested a series of enhancements to the KBFM system to improve its features, expand
