INTRODUCTION:

This announcement is an Intent to Sole Source in accordance with FAR 6.103-5 “Authorized or required by statute.” It is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Veterans Health Administration (VHA) Program Contracting Activity (PCAC) intends to negotiate on a sole-source basis with TRIPLE C-THE A & E GROUP LLC, a Service - Disabled Veteran-Owned Business (SDVOSB), to provide updates to the previously completed design package, an updated Independent Government Cost Estimate (IGCE) and provide solicitation support services (SSS) as required for the procurement of construction and Construction Period Services (CPS) during the construction of Project #652-322 Minor, Expand and Enhance Community Living Center at the Richmond VA Medical Center.

PROJECT BACKGROUND & DESCRIPTION:

Our intention is to update the previously completed design package to bring all drawings, specifications, calculations, and supporting documents into compliance with current VA design standards, codes, guidelines, and best practices. The A/E shall also develop an updated Independent Government Cost Estimate (IGCE) and provide solicitation support services as required for the procurement of construction. Construction Period Services (CPS) may be required following award of the construction contract. The current design firm of record is TRIPLE C-THE A & E GROUP LLC, at 7400 Beaufont Springs Drive Suite 300 Richmond, VA 23225. They are a Service – Disabled Veteran – Owned Small Business. The design was 100% complete and now needs updated due to length of time between design completion and expected construction solicitation date. Also, this project requires CPS in order to support the construction portion of this (Minor) requirement. Any prospective design firm will need to possess working knowledge of all issues that may arise and will assume the liabilities associated with any and all aspects of the design.
