General Information:
The U.S. Army Contracting Command - Rock Island received a requirement for the services of Helium Inspection Leak Testing for the quantity of 100 with a retesting CLIN for 10 in case of failure. 1. This document represents a Request for Quote (RFQ) for the items on the associated Pricing Matrix (Attachment 0001).
2. This action is for a new Firm Fixed Price (FFP), commercial order. It is anticipated this RFQ may result in a single FFP contract award to the lowest total evaluated priced quote meeting the specifications.
3. The U.S. Government reserves the right to award no contract at all, depending on the quality of the quotes, prices submitted and the availability of funds. Quoters shall submit proposed unit prices on the Pricing Matrix (Attachment 0001). To be considered for award, Quoters must complete Attachment 0001 Pricing Matrix. 4. Quoters are required to submit quotes for all items as described in Attachment 0001. The anticipated award will be made to the Lowest Priced Quoter conforming to specifications for all items in Attachment 0001 – Price Matrix. Award is all or none, failure to quote all required items may render vendor non-compliant and ineligible for award.
5. All quotes shall be valid for 60 days after the RFQ closes. 6. Any resulting award will be made to the Quoter with the lowest total evaluated price quote conforming to the specifications. In accordance with (IAW) FAR 52.212-1(g), the U.S. Government intends to evaluate offers and award a delivery order without meaningful exchanges with Quoter’s. Therefore, the Quoter’s initial Quote should contain its best terms from a pricing standpoint. However, the U.S. Government reserves the right to conduct meaningful exchanges, if determined necessary by the Contracting Officer.
7. Quotes shall be submitted and evaluated IAW with the RFQ instructions. If the Quoter fails to include all the required information, the Quote may be rejected by the U.S. Government and no longer considered for award. Quoters are responsible for including sufficient details to permit a complete and accurate evaluation of the Quote.
