P-8A Royal Australian Air Force (RAAF) Training Systems Upgrades and Integration This is a sources sought published for market research and informational purposes only, pursuant to Federal Acquisition Regulation (FAR) Part 10 and Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1(d). INTRODUCTION: The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, seeks potential sources possessing the requisite technical capabilities, expertise, and facilities to execute updates, hardware, and integration services to establish and upgrade P-8A training systems for RAAF. PROSPECTIVE SCOPE: The contemplated effort required engineering, modernization, and logistics support to establish and upgrade P-8A training systems at the RAAF Base Edinburgh Integrated Training Center. The P-8A training devices include the: Weapons Tactics Trainer (WTT)
Operational Flight Trainer (OFT)
Training System Support Center (TSSC)
These devices serve the purpose of providing critical aircrew training, supporting individual and collective crew tasks including mission planning, rehearsal, execution, and instructor assessments. The currently fielded P-8A aircrew training suite was originally designed and integrated using proprietary architecture and licensed software baselines developed by the Original Equipment Manufacturer (OEM), The Boeing Company. Key subsystems and operational environments incorporated within the existing training devices include: Common Simulation Framework (CSF)
Insight Instructor Operation Station (IOS)
Tactical Operational Mission Software (TOMS).
The Government does not currently possess complete technical data packages or non-severable proprietary software rights necessary to perform or license modifications to these baseline architectures without direct OEM involvement or appropriate commercial licensing agreements. This announcement seeks to identify whether any other responsible source possesses the capacity, licenses, or data rights necessary to satisfy the Government’s requirements. This effort encompasses upgrades for these trainers, classified network infrastructure integration, and associated logistics. The effort will also require strict compliance with specific exportability and foreign releasability standards for the RAAF. Estimated Award: April 2027 Delivery Date: Calendar Year 2029 SIZE STATUS: The applicable NAICS code for this requirement is 333310 (Commercial and Service Industry Machinery Manufacturing), with a size standard of 1,000 employees. The Product Service Code is 6910. Companies must identify their size status, the results of which will be utilized as guidance to determine any potential set-aside basis.
