GFDL SDTS IDIQ SOLICITATION | STATEMENT OF OBJECTIVES (SOO)

1 INTRODUCTION AND BACKGROUND

The Geophysical Fluid Dynamics Laboratory (GFDL) is a Federal research laboratory within the Office of Oceanic and Atmospheric Research (OAR), a line office of the National Oceanic and Atmospheric Administration (NOAA). GFDL conducts advanced scientific research to improve the understanding of physical, chemical, and biological processes governing the Earth system. To achieve this, GFDL relies on state-of-the-art computational models, high-performance computing (HPC), and highly specialized systems engineering support services.

T

To maximize technical efficiency, reduce administrative overhead, and establish a highly stable and responsive technical operations framework, the Government consolidated its requirements into a unified, four-objective procurement structure. This strategy optimizes operational agility by grouping related IT, supercomputing, facilities, and business support disciplines into cohesive management zones under a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract.
