STATEMENT OF OBJECTIVES (SOO)

Transportation Security Administration (TSA)
Enterprise Learning Management System (LMS) of Record
with a Learning Experience Platform (LXP)

1. Problem Statement & Program Purpose

1.1 Problem Statement

TSA has an opportunity to improve training delivery by strengthening training consistency and expanding flexible pathways that recognize prior experience. A more unified digital learning approach could also help balance compliance with reporting requirements with accessible, engaging microlearning for a globally dispersed, multigenerational workforce.

1.2 Program Purpose

The purpose of this program is to acquire and deploy an integrated, vendor-neutral digital learning ecosystem combining an authoritative Enterprise Learning Management System (LMS) of record with a modern Learning Experience Platform (LXP). This dual capability will modernize TSA's training infrastructure, reduce time-to-operational readiness for frontline security personnel, improve regulatory audit-readiness, and ensure consistent, accessible training delivery nationwide.

2. Background & Legislative Framework

2.1 Statutory, Legislative & Policy Framework

TSA operates under federal mandates and Department of Homeland Security (DHS) directives that require formal tracking, strict accessibility compliance, and standardized training administration:
•
•

Aviation and Transportation Security Act (ATSA) of 2001 (49 U.S.C. § 44935)
DHS Directive 258-05 (Employee Learning and Development): This directive mandates that all DHS e-learning courseware—including training utilized by TSA—must comply with Section 508 of the Rehabilitation Act to ensure full accessibility for individuals with disabilities. Furthermore, this directive requires that all departmental e-learning courseware be compatible

•

with an LMS and conform strictly to interoperability standards, including the Sharable Content Object Reference Model (SCORM) and Aviation Industry Computer-Based Technology Committee (AICC) standards.
DHS Sensitive Systems Policy Directive 4300A (IT Security Program Directive): This directive specifies that DHS components must maintain rolebased IT and security training records—covering both compliant and noncompliant users—directly within the Component’s designated Learning Management System. These records must adhere to federal and departmental retention mandates established by the Office of the Chief Human Capital Officer (OCHCO) and the National Archives and Records Administration (NARA).
