STATEMENT OF WORK (SOW)
FOR
SPECIAL MISSIONS TRAINING CENTER
LIVE-FIRE MARITIME/URBAN TRAINING SYSTEM
1.0 GENERAL
1.1 Background
The U.S. Coast Guard (USCG) Special Missions Training Center (SMTC) located at Courthouse Bay, Camp Lejeune, NC 28542 is conducting market research for the design, engineering, fabrication, delivery, installation, integration, testing, and commissioning of a Joint Maritime Training Facility (JMTF) live-fire maritime/urban training system at Marine Corps Base Camp Lejeune, North Carolina. The contemplated facility will support realistic, modular, multi-level tactical training for maritime interdiction, close-quarters combat, vertical access, breaching, and related joint-service mission sets.
1.2 Scope
The Contractor must provide a complete and operational live-fire training system, including all labor, supervision, project management, engineering, materials, equipment, transportation, installation, testing, documentation, and commissioning required. The solution must integrate ballistic containment with maritime and urban training features and must be suitable for repeated tactical training in an outdoor coastal installation environment. The Contractor must:
• Design and engineer the complete facility and all interfaces among ballistic, structural, civil, electrical, mechanical, safety, and training systems.
• Fabricate, deliver, install, and commission the live-fire training facility and associated systems. • Coordinate subcontractors, site access, deliveries, crane/rigging activities, and installation sequencing. • Provide shop drawings, calculations, submittals, as-built drawings, operations and maintenance (O&M) manuals, and training for Government personnel.
1.3 Objective
The objective is to obtain a safe, durable, maintainable, and adaptable live-fire maritime/urban training facility that supports advanced USCG and joint-service tactical training while maximizing competition and allowing industry to propose technically sound solutions.
2.0 SPECIFIC REQUIREMENTS / TASKS
2.1 Design and Engineering
The Contractor must design and engineer the complete facility and all interfaces among ballistic, structural, civil, electrical, mechanical, safety, and training systems. The Contractor must: • Prepare a Design Basis Report identifying assumptions, governing criteria, threat basis, firing geometry, containment concept, and system interfaces.
• Develop site/civil, architectural, structural, ballistic, mechanical, electrical, fire/life-safety, and specialty
