Scope of Work

BACKGROUND

The Fort Totten Detention Center is in Fort Totten, North Dakota. Building 106 was built in 2012. The facility consists of a total square footage of approximately 7,713 square feet. Due to the age of the existing Closed-Circuit Television (CCTV) system, changes in system requirements, failure and obsolescence of system components, the existing system are no longer in compliance with current requirements, and most are obsolete. Failure to provide adequate camera surveillance systems, and security systems will lead to increased life, safety, and security risks.
The following General Scope of Work outlines the Tasks and additional criteria involved to accomplish these activities.

PROJECT GOALS AND OBJECTIVES

The purpose of this Scope of Work is to obtain professional engineering and technical design services for the development of a comprehensive closed-circuit television (CCTV) surveillance system upgrade. At a minimum, the project will consist of assessing the facility’s camera surveillance system and intercom system to determine the current condition in order to identify requirements and complete design plans, specifications, estimated cost of construction, and supporting documents meeting Bureau of Indian Affairs (BIA) standards and requirements. This project will also meet or exceed the requirements of the latest addition of the NFPA (National Fire Protection Agency) 5000 Building Construction and Safety Code, NFPA 72, NFPA 730, NFPA 731 and the 2004 edition of the Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines (ADAABAAG).
The Contractor shall identify all existing intercom stations, master stations, paging points, call buttons, and emergency or duress devices throughout the facility. As part of the assessment, the Contractor shall evaluate the condition and functionality of all wiring, conduit pathways, power supplies, backboxes, and any network connections associated with the legacy intercom system. The Contractor shall determine any deficiencies within the system, including unreliable communication, poor audio clarity, nonfunctioning devices, degraded components, or insufficient coverage in operational areas. Additionally, the Contractor shall determine all potential integration points between the intercom system and the existing detention control or security electronics infrastructure to ensure compatibility and support a fully coordinated system
