Statement of Work
Preface
The objective of the Lunar Exploration Ground Sites (LEGS) Public Private Partnership (PPP) is to
provide
direct-to-earth (DTE) communication
and
navigation
services
for
missions operating from 36,000 kilometers (km) in Geostationary Orbit (GEO) to cis-lunar and other orbits out to 2 million km, inclusive of lunar surface missions. The project plan is to have at minimum six (6) lunar DTE sites strategically located around the Earth to provide continuous coverage. The lunar DTE sites will provide uplink / downlink at X and Ka-band frequencies. The primary focus of these sites will be to support NASA’s Artemis and Moonbase initiatives. As a part of the PPP, NASA will provide two 20-meter antennas as GFE. One of the NASA GFE antennas is installed and prepared for Site Acceptance Testing (SAT) at NASA’s White Sands Complex in Las Cruces, New Mexico. The second NASA GFE antenna has been manufactured and is being placed in storage until a suitable location is determined. Installation of the second antenna subsystem, and integration of the supporting communications infrastructure for both NASA-provided antennas and all work associated with providing at minimum an additional four (4) lunar DTE sites to complete the redundant subnet will be provided by the Contractor in accordance with this contract. At minimum, three (3) lunar DTE ground sites must be fully operational by October 15, 2027, to support NASA missions, with full redundancy – six (6) antennas – operational by October 15, 2028.
The purpose of this Statement of Work (SOW) is to define the specific tasks, deliverables, and timelines associated with the PPP.
