This pre-solicitation announcement is to advise the Industry that NPS DSC intends on issuing an RFP Solicitation for the Construction Services described below, in support of the above referenced project requirement at Timucuan Ecological and Historic Preserve in, Jacksonville, FL.
This PSN is not a formal Solicitation in itself, but rather a Synopsis of forthcoming RFP 140P2026R0081. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after 09/24/2026.
General Project Description and Scope:
This project is located at Timucuan Ecological and Historical Preserve, 11676 Palmetto Avenue, Jacksonville, FL 32226. The work consists of:
o

Selective demolition, installation of new weatherable rigid vinyl sheet pile wall with tie rod, weatherable rigid vinyl deadman wall and other associated accessories in front of the existing PVC sheet pile wall.

Installation of new structural FRP composite sheet pile wall and other associated accessories for extension of the wall towards east of existing wall.

o

Other civil work includes excavation, soil and gravel backfilling, sodding, spartina sea grass restoration and installation of limestone riprap in front of the wall.

North American Industry Classification System (NAICS) Code for this requirement is: 237990 – Other Heavy and Civil Engineering Construction.
Set-Aside: Small Business - Set-Aside
Size Standard: $45 Million.
Product Service Code (PSC): Y1PZ – Construction of Other Non-Building Facilities. Magnitude of Construction: Between $1,000,000 and $5,000,000. Anticipated Period of Performance: 259 calendar-days from Notice to Proceed (NTP). Contract-Type Vehicle: Firm-Fixed-Price (FFP).
Bonding: Bid, Performance and Payment Bonds will be required. B01
