Question
Will the Navy or another party disassemble the batteries and remove the silver bearing material in advance of shipping to a refinery?
Answer: Prior to shipment to the refinery, the government will disassemble the batteries and separate the materials into two categories: high-yield silver-bearing material and low-yield silver-bearing material. The low-yield category typically includes components such as terminals, zinc plates, and cellophane, which contain smaller amounts of silver.
All plastic barrels shipped to the refinery will be clearly labeled to identify the applicable category. The only exception will be small batteries, such as AA-sized batteries, which are too small to be efficiently disassembled and separated.
Question - Contract Terms & Submission
What is the anticipated contract duration? Will this be another five-year agreement, or will there be a base period with option years?
Answer: The government intends to solicit for a 5 year ordering period, with no option CLINs.
Question - Contract Terms & Submission
When do you anticipate releasing the final solicitation, and what will be the quotation submission deadline?
Answer: Releasing final solicitation on or about 30 October 2026. Quotation submission deadline will be 30 days after release.
Question - Economic Price Adjustment (EPA)
The EPA clause establishes a base silver market price of $75.00 per troy ounce. Will this baseline remain fixed throughout the contract, including any option years? Answer: Yes.
Question - Economic Price Adjustment (EPA)
The EPA clause limits the adjusted service price to 150% of the Base Service Price. Would the Navy consider provisions for extraordinary silver market fluctuations, particularly if this is a multiyear contract?
Answer: No
Question - Processing & Operational Requirements
Section 3.3 references maintaining up to eight individual silver accounts. Can you clarify the intended purpose of these accounts? Are they associated with separate Navy programs, battery manufacturers, or other accounting requirements? Answer: The individual silver accounts will be associated with separate Navy programs/customers. Each account will reflect the silver balance of the associated Navy program/customer with silver reutilization requirements. Delivery orders for silver reclamation and account transfers will identify the applicable account(s).
