NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA)

Synopsis for Solicitation 693JJ927R000001
Experimental and Mathematical Biomechanics Injury Research (EMBIR) Synopsis
This synopsis is issued in accordance with FAR 5.203(a) to provide a minimum 30-day public notice prior to issuance of a solicitation.
The National Highway Traffic Safety Administration (NHTSA) intends to issue a solicitation for a Full and Open Competition in support of the Office of Vehicle Safety Research (NSR-200).

Introduction and Background
The National Highway Traffic Safety Administration’s (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs aimed at reducing vehicle crash-related fatalities and injuries. The Office of Vehicle Safety Research conducts research, development, testing, crash investigation, and data collection and analysis activities to support the Agency’s safety m ission and regulatory decision-making.

Contract Type and NAICS
NHTSA intends to award multiple Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts. Task orders issued under the IDIQ may utilize a variety of contract types, including: 

Cost-Plus-Fixed-Fee (CPFF)
Cost-No-Fee (as appropriate)
Firm-Fixed-Price (FFP)
Hybrid contract types, as applicable

The applicable NAICS code is:
541715 – Research and Development in the Physical, Engineering, and Life Sciences

Period of Performance
The resulting multiple-award IDIQ contracts will include a total period of performance not to exceed 60 months from date of award, consisting of:

One (1) two-year base period
Three (3) one-year option periods
One (1) six-month option to extend services

The anticipated effective date of the IDIQ contracts is December 30, 2026.

Solicitation Release
The solicitation is anticipated to be released on or about November 2026.

Objective / Scope of Work
The purpose of this effort is to advance the understanding of human injury biomechanics and improve vehicle safety through experimental, computational, and analytical research. Work under this contract will support:

Human injury biomechanics and tolerance research
Development and evaluation of anthropomorphic test devices (ATDs) Computational modeling of human and surrogate response
Analysis of crash data and injury causation trends
