NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

Brand Name Justification:
I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Eddyfi Technologies for a Reddy 128 channel portable eddy current array (ECA) instrument and associated probes. The total estimated cost of this effort is and t and the
estimated period of performance or lead-time for delivery is 4 weeks for the main instrument. This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name. This specific unit is required as it is intended to mirror a matching system that already exists and will be used for upcoming NASA mission needs. The Reddy 128-channel, portable surface eddy current array (ECA) instrument with multiple probes provides a unique combination of high-channel-count surface inspection, portability, integrated data acquisition and analysis, and rugged field operation required for the intended inspection activities. The system provides 128 channels, a large multi-touch display, two batteries, a power supply, a rugged carrying case, and embedded software for data acquisition and analysis. The highchannel-count architecture enables efficient, high-resolution inspection and data collection over larger surface areas while reducing the need for repeated scans. While alternative ECA systems are commercially available, the Reddy system is needed to duplicate an existing system which currently provides the required combination of 128-channel surface ECA capability, integrated multi-touch operation, portable/rugged construction, and embedded acquisition and analysis software in a single commercially available system. These integrated capabilities are necessary to meet the Government's operational requirements without procuring and integrating multiple separate components, and maintaining Brand name ensures consistency with current operations and necessary redundancy.
