cause delays and interruptions to ongoing TSIF operations regarding all equipment and lab areas which enable the technical testing of critical agency TSE, in addition, pose significant risk to TSA operations. These test activities include qualification tests, firmware tests and algorithm tests specific to TSA security equipment. Agile possesses extensive institutional knowledge and demonstrated expertise supporting the TSIF mission. Over the course of contract performance, Agile personnel have developed detailed working knowledge of TSIF laboratory operations, TSE, specialized IT systems, inventory management processes, quality management procedures, BHS operations, integration activities, and the handling and control of TSA sensitive property and test articles. This knowledge extends beyond documented procedures and includes familiarity with TSIF-specific operational workflows, facility infrastructure, security protocols, vendor coordination processes, laboratory configurations, and mission-critical testing schedules. Agile personnel performing these services have undergone extensive, required, TSA Personal Security (PERSEC) suitability and fitness determinations. This process requires completing questionnaires and forms (E-APP, Form 306, NonDisclosure Agreements, fingerprinting, etc.) and undergoing vetting investigations. Additionally, they have obtained access credentials (PIV cards) for the TSIF which has required additional appointments and forms (Form 2808, etc.).
The services performed under this requirement are highly integrated with daily TSIF operations and directly support TSA's Test and Evaluation mission. A gap in contractor support or a prolonged transition period would significantly impact TSA’s operational capabilities by disrupting equipment management, laboratory governance, systems integration activities, BHS operations, IT systems administration, and test object provisioning. These functions are essential to maintain test readiness, supporting ongoing developmental and operational testing, and ensuring the availability of mission-critical laboratory capabilities at the TSIF. Transitioning these responsibilities to a new contractor would require substantial time for personnel to obtain facility-specific knowledge, become proficient with TSIF's specialized systems and processes, satisfy required security and facility access requirements, and establish the operational familiarity necessary to perform requirements safely and effectively. During this period, there would be a major impact to TSA supported
