SUBJECT:

OESET Data Platform Market Survey

(U) The Office of Economic Security and Emerging Technologies (OESET) within the Office of the Director of National Intelligence, herein referred to as the Sponsor, provides the enclosed Market Survey for your review and consideration. The purpose of this survey is to assess your company’s interest in and capability to meet the Government’s requirements for a data platform designed to serve U.S. Government agencies and organizations whose authorities and missions involve the use of commercial data for economic security, financial intelligence, sanctions, supply chain, foreign investment, and related analytic functions. The survey is conducted strictly to furnish information for acquisition planning purposes and is not intended as a competitive offer or substitution for competition. The issuance of this survey and your response thereto does not obligate the Government to either issue a Request for Proposal (RFP) or to award a contract.
(U) As stated in the OESET Data Platform Market Survey; to demonstrate capability against the technical requirements, you must provide a written response both the requirements matrix and the market survey questions. In addition, you are invited to highlight any unique qualifications to address the requirements. The total number of pages allotted for the survey question responses should be no more than 15-pages (inclusive of all substantive content) and should use a minimum of 12-point font, single line spacing and 1-inch margins on 8.5 by 11-inch paper. Proprietary information is discouraged. Where proprietary information is necessary, all submissions should clearly indicate any limitations on the disclosure of proprietary information.
(U) Your survey response to the above request must include a statement indicating whether your company would like to receive any resulting Request for Proposal (RFP); if you do not indicate an interest in either receiving the RFP or bidding against the requirement, the Sponsor would appreciate receiving a brief explanation for this decision.
(U) Responses to the market survey should be sent to the attention of Elias V. in accordance with the notice posted on SAM.gov. Responses will be received no later than 5:00PM Eastern Local Time on 16 November 2026. Your response is highly encouraged to help inform the Sponsor’s market research and aiding in the creation of a realistic bidder’s list.
