Description
This is a pre-solicitation notice of a sole-source to an SDVOSB. The VA Acquisition Regulation (VAAR) clause that provides for sole source awards to Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) can be found in VAAR 819.7007. VAAR 819.7007 - Sole Source Awards to Service-Disabled Veteran-Owned Small Businesses: (a) A contracting officer may award contracts to a verified SDVOSB, as described in 819.7003, using other than competitive procedures provided: The anticipated award price of the contract (including options) will not exceed $5 million.
The SDVOSB has been determined to be a responsible contractor with respect to performance. In the estimation of the contracting officer, contract award can be made at a fair and reasonable price. (b) The procedures in part 806.3 must also be followed when making a sole source award under this authority. (c) Sole source awards must be justified and approved in accordance with FAR 6.302-5 and 819.7009.
This VAAR clause specifically allows contracting officers to award contracts to SDVOSBs on a sole-source basis under specified conditions, reflecting the Department of Veterans Affairs' commitment to the 'Veterans First' contracting program.
