Description
SOLICITATION NOTICE: The 700th Contracting Squadron (700 CONS) intends to award a sole-source, firm-fixed-price purchase order to Ultra Electronics Advanced Tactical Systems, Inc. (UEI: HMT9NXXLZGP9). The purchase order will provide a 12-month renewal of Air Defense Systems Integrator (ADSI) software licenses and associated maintenance for the Scalable Control Reporting Agile Mission–Kit (SCRAM-K).
This renewal will support the continued use of SCRAM-K by both USAFE-AFAFRICA A3ZJ and the 606th Air Control Squadron (606 ACS). The anticipated award date is 11 November 2026. ADSI is a specialized Government software that supports mission training, exercises, and operational requirements.
The renewal will maintain continued software availability, compatibility, vendor updates, and technical support for authorized users. The renewal supports USAFE A3ZJ and the 606th Air Control Squadron (606 ACS) by maintaining access to existing ADSI software, vendor updates, security patches, and technical support. Pursuant to FAR Overhaul 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Ultra Electronics Advanced Tactical Systems, Inc., as the original developer and sole provider of ADSI, is the only responsible source capable of providing the required license renewal, updates, and support.
This renewal is required to sustain authorized use of the ADSI software and maintain access to manufacturer-provided maintenance services. Award to Ultra Electronics Advanced Tactical Systems, Inc. will ensure continuity of licensing, product support, and routine software maintenance without interruption to mission support activities. This notice is not a request for competitive quotes.
However interested parties may submit a capability statement upon the referenced deadline within the attached solicitation (FA561327Q0004) demonstrating their ability to perform the requirement described herein. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source action. Responses received will be evaluated, however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
If no responses are received, the 700 CONS will proceed with the sole source award to Ultra Electronics Advanced Tactical Systems, Inc. See attached solicitation (COMBO-SOLICITATION FA561327Q0004)
