obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

DESCRIPTION:

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO Part 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and is being issued using simplified acquisition procedures.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Overhaul required for Department of War (DoW) application effective 01 Feb 2026.
