Office of the Secretary of War, Golden Dome for America (GDA) Commercial Solutions Opening (CSO) HQ0202-26-S-0001 for GDA Technology Development, Deployment and Program Support Commercial Solutions Opening (CSO) Summary HQ0202-26-S-0001 P0001 Title: GDA Technology Development, Deployment and Program Support Open Period: Initiation to 30 September 2035 Opportunity Description: The United States homeland faces increasing risk and remains relatively undefended against a new generation of advanced weapons actively being developed by adversaries.
GDA’s core mission is to rapidly field defenses that protect Americans and critical infrastructure from this real, complex, and growing threat. These threats include sophisticated ballistic missiles, hypersonic weapons, advanced cruise missiles, and other modern aerial systems. To achieve this unprecedented mission within a compressed timeline, GDA will operate as an agile organization with a mandate to leverage commercial innovation.
Rapid and flexible contracting approaches will accelerate the adoption of critical technologies, unconstrained by legacy policy and regulatory limitations. This CSO enables GDA to identify and select vendors whose solutions demonstrate the greatest potential to advance the GDA mission. Submissions will be evaluated through a merit?based peer review, technical review, or operational review process consistent with 10 U.S.C. § 3458.
Under this CSO, GDA has Other Transaction (OT) Authority to partner with nontraditional defense contractors (NDC) and non?profit research institutions, as well as traditional defense contractors to execute prototype projects directly relevant to enhancing the mission effectiveness of military personnel and the platforms, systems, components, or materials to be acquired or developed by the Department of War.
This includes improvements to platforms, systems, components, or materials currently in use by the Armed Forces for GDA’s mission. GDA may also utilize FAR?based procurement methods for acquiring services. This CSO serves as a competitive mechanism for awarding OT prototype agreements, follow?on prototype or production agreements, or FAR?based contracts.
The determination of whether an award will be executed as an OT agreement or a FAR?based contract rests solely with the Government. POINT OF CONTACT: All questions and submissions related to this CSO shall only be sent via e-mail to: [email protected]
