1. CSO Sponsor: Office of the Secretary of War, Golden Dome for America (GDA) 2. Authority: DFARS 212.70 – Defense Commercial Solutions Opening; Other Transaction Authority (10 U.S.C. § 4022); Authority to acquire innovative commercial products and commercial services using general solicitation competitive procedures (10 U.S.C. § 3458, as amended by P.L. 119-60); OSW Memo, “Direct Reporting Program Manager Appointment for Golden Dome for America,” dated 20 August 2025.
3. Objective: GDA seeks innovative solutions and potential capabilities that meet mission requirements, close existing capability gaps, or provide technological advancements that accelerate GDA’s ability to achieve its mission. Submissions will be evaluated and may be pursued using streamlined acquisition procedures.
4. Period of Availability: From date of CSO posting through 30 September 2035. 5. Opportunity Description: The United States homeland faces increasing risk and remains relatively undefended against a new generation of advanced weapons actively being developed by adversaries. GDA’s core mission is to rapidly field defenses that protect Americans and critical infrastructure from this real, complex, and growing threat. These threats include sophisticated ballistic missiles, hypersonic weapons, advanced cruise missiles, and other modern aerial systems.
To achieve this unprecedented mission within a compressed timeline, GDA will operate as an agile organization with a mandate to leverage commercial innovation. Rapid and flexible contracting approaches will accelerate the adoption of critical technologies, unconstrained by legacy policy and regulatory limitations.
This CSO enables GDA to identify and select vendors whose solutions demonstrate the greatest potential to advance the GDA mission. Submissions will be evaluated through a merit‑based peer review, technical review, or operational review process consistent with 10 U.S.C. § 3458.
Under this CSO, GDA has Other Transaction (OT) Authority to partner with nontraditional defense contractors (NDC) and non‑profit research institutions, as well as traditional defense contractors to execute prototype projects directly relevant to enhancing the mission
