Description
Q&A's: 1. CLINs 0001 through 0005 (pages 3-5) are each one firm-fixed-price lot for "Inspection and calibration." SOW paragraphs 1 and 4.2 (pages 1-2) call for lapping only of plates that are out of specification, the QASP (Attachment 0002, page 1) says lapping repairs must be authorized by the CO or COR, and Section G, paragraph 6.a (page 12) asks for labor rates.
Should each year's lot price cover inspection and calibration of all 18 plates, with lapping priced separately (for example, a per-plate price or an hourly labor rate) and billed only when authorized? Or should the lot price include all lapping that may be needed that year? If lapping is priced separately, where in the quote should those prices or rates be shown?
Answer: Firm fixed for calibration of all plates listed in the SOW. Lapping to be priced separately. We don’t know which plates will require lapping or how much lapping per plate will be needed.
We are asking for an hourly rate for lapping. Whether the plate is big or small, the hourly rate would be the same. Plates may require a lot of lapping or very little.
Pricing lapping by the plate doesn’t seem to make much sense. 2. Each CLIN (pages 3-5) states "All travel shall be in accordance with the Joint Travel Regulation (JTR)," and SOW paragraph 2 (page 1) says invoices will be checked against the contract prices and JTR approved prices.
Should travel be included in each year's firm-fixed lot price, or will it be reimbursed separately at JTR rates? If it is reimbursed separately, how should travel be shown in the quote? Answer: Include estimated travel costs in the firm-fixed pricing.
The Vendor that gets the award will bill actual costs after the service. 3. Section G, paragraph 6.c (page 12) asks offerors to "concur at the bottom of the Scope of Work (SOW) and sign," but Attachment 0001 ends at paragraph 15.1 on page 4 with no concurrence or signature block.
Is it acceptable to add a signed and dated concurrence statement at the bottom of SOW page 4, or to submit a separate signed concurrence page on company letterhead that references Attachment 0001 dated 15 Oct 26? Answer: Either is fine by me. __________ All Vendors MUST submit all requirements plus the signed Soliciation to the POC before the closing date and time or they will not be considered for this action.
