Description
Special Notice: Virtual Industry Day Event Schedule & Platform Date of Event: December 10, 2026 (Thursday) Time: 1:00 PM – 2:00 PM Pacific Standard Time (PST) Location/Platform: Virtual via Microsoft Teams (see below for details) Purpose of Event The U.S. Army Corps of Engineers, Sacramento District (USACE-SPK) is pleased to announce a virtual Industry Day on December 10, 2026. The purpose of this session is to provide industry partners with a comprehensive overview of the upcoming Geotechnical Drilling Multiple Award Task Order Contract (MATOC).
The Government will present details regarding program requirements, anticipated geographic scope, proposed technical evaluation factors (such as specialized rig fleet inventory and AASHTO/USACE MTC laboratory accreditation standards), and the tentative acquisition milestone schedule. USACE-SPK anticipates issuing a formal solicitation under NAICS 541360in February 2027., and highly encourage participation from regional small businesses, prospective joint venture partners, and specialty subcontractors who intend to compete.
Scope of Work and Technical Capabilities USACE-SPK seeks firms with the capabilities to provide comprehensive geotechnical drilling, cone penetrometer testing (CPT) services, and test-pit excavations utilizing backhoes and track hoes. The principal features of the work encompass soil drilling and sampling utilizing hollow-stem flight augers, solid-stem flight augers, mud-rotary, air-rotary, and percussion drilling methods, including ODEX, Down-hole Casing Advance Systems, or other specialized percussion drilling systems.
Contract requirements will also mandate sonic drilling and sampling, alongside rock core drilling and sampling of up to 6-inch diameter using wireline or conventional diamond-impregnated drill bits. Soil sampling operations will require standard penetrometers and other split-barrel samplers up to 3-inch-diameter, as well as undisturbed soil sampling using Shelby push tubes and Pitcher barrels with Pitcher tubes.
Field operations will further include CPT testing, piezometer and inclinometer installations, hydraulic pressure testing associated with rock core drilling, and observation well installation and development, which includes pump, permeability, and percolation testing. Contractors will be responsible for generating all associated documentation, to include detailed drill logs, trench or test-pit logs, as-built diagrams for all instrumentation and well installations, and percolation test records.
Additionally, the contractor must occasionally furnish the professional services of a registered, licensed Geologist or Geotechnical Engineer. Furthermore, firms must possess the capability to provide certified geotechnical laboratory services. The required testing scope includes moisture content, soil classification, sieve analysis, hydrometer, Atterberg limits, consolidation, triaxial testing, direct shear, California Bearing Ratio (CBR), organic content, and Specific Gravity.
To ensure data integrity, all laboratory testing must be performed by a facility accredited by the American Association of State Highway and Transportation Officials (AASHTO) in accordance with the corresponding ASTM standards. Finally, the laboratory must be, or successfully become, validated by the USACE Materials Testing Center (MTC) for all requested testing methods.
