Description
The purpose of this Source Sought notice is for market research to identify interested and capability alternative sources for performing mathematical algorithm development and computational analysis in support of Missile Defense Agency (MDA) flight tests. All responses received will be considered for meeting the MDA’s requirements and determination of final acquisition strategy for the follow-on contract to HQ085122D0002.
This is not a solicitation; request for proposal or quotation. Participation in this effort is voluntary with no cost or obligation to be incurred by the MDA. All costs associated with responding to this Source Sought will be solely at the respondent’s expense.
No funds have been authorized, appropriated, or received for this contemplated effort. Submissions of capability statements will be separate from, and have no bearing on, submissions in response to any future Request for Proposal, if one is issued. Eligibility to participate in any future acquisition does not depend upon a response to this notice.
The MDA does not intend to award a contract on the basis of this notice or pay for the information requested. Responses to this notice will be treated as information only and not a proposal. Background: The MDA is responsible for developing and fielding an integrated, layered Missile Defense System (MDS) to protect the United States and its allies from missile attack by providing homeland and regional missile defense.
The MDS layered approach includes sensors, kinetic energy systems, directed energy systems, battle management, and command control elements that will engage threats at all ranges and throughout the battlespace. Description: This is a follow-on requirement in support of various programs within the MDA within the Aegis Based Defense (AB) portfolio. The respondents to this request should have the ability to provide equipment and personnel for mathematical algorithm development and analyses for the Aegis Ballistic Missile Defense program, to include current and future capabilities, as identified below.
Mathematical Algorithm development and analyses including development and delivery of post intercept debris generation and dynamic behavior models for multi-threaded and massively parallel multi-processor supercomputing systems. Threat Engagement Debris and Kill Assessment Analysis Pre-mission and post mission analysis of flight test event high strain rate, material deformation, projection and trajectory simulations (Velodyne, hydro-structural solver brand name or equal software analysis tool), RavenCFD and related analyses in support of Flight Test Missions and events.
Support Test and Evaluation Working Groups meetings as needed Engagement in mission planning and mission analysis reviews The MDA is seeking sources with experience in high fidelity engineering and mathematical analyses to support MDA flight test events. Analyses include development and delivery of post intercept debris generation and dynamic behavior models for multi-threaded and massively parallel supercomputing systems to support pre and post mission planning, test execution, and data collection/analysis.
Provide support for integration of algorithms into existing MDA models to include the following: Mission specific model development Target assessment, interceptor assessment, engagement assessment, mission risk assessment, and data collections. The awardee of the future contract to fulfill this requirement must be able to travel Continental United States (CONUS) and Outside the Continental United States (OCONUS) in support of each MDA’s flight test events and analysis support.
The MDA will provide the awardee information in the form of design specifications, user manuals, operations guides, as build drawings, intelligence information, and briefing packages on the Standard Missile-3 and Standard Missile-6 missiles (including successor missiles or similar flight test event requirements) and on targets of interest, at time of requirement as available. Security Clearance: The highest level of personnel and facility security classifications for this effort will be at the Top Secret level.
The highest level of safeguarding security classification for this effort will be at the Secret level. The Cybersecurity Maturity Model Certification (CMMC) for this effort will be at the Level 2 (self-certified). Response Instructions: Vendors who are interested in this requirement and have the requisite capabilities shall submit a Capabilities Statement by the date and time specified in this announcement.
The Capability Statement shall include the Vendor Demographics information specified in the below chart and define the Vendor’s capability to provide the requirements within the description stated herein. At a minimum, capability statements shall identify any software tools, software configuration and modification abilities for application to MDA’s objectives, key personnel expertise and qualifications, relevant experience in performing high strain rate large material deformation events that are applicable to missile flight test events, and information associated with methodologies utilized in documenting data and discrepancies.
Interested vendors may reference existing or new contract vehicles with the Government for consideration to meet this requirement. Incomplete capabilities statements will not be accepted.
