Description
NASA/GSFC intends to increase the maximum ordering value of Contract 80GSFC19D0011, NASA-wide Specialized Engineering, Evaluation and Test Services (NSEETS) with The Aerospace Corporation (Aerospace). The NSEETS contract provides expertise in support of activities relating to project management, systems, and discipline engineering, as well as, business and resource management of NASA.
Primarily, this contract provides on and off-site project and multidisciplinary engineering services, testing, consulting, contractor-on-site monitoring, and evaluation of project and/or programs (inclusive of safety and mission assurance). The place of performance for NSEETS is onsite at NASA Facilities and Installations (AFRC, AMES, GRC, GSFC, HQ, JSC, KSC, LaRC, MSFC, and SSC) and offsite at the Contractor’s facilities.
Several factors, including future focus on lunar exploration, Mars missions, advanced space technologies, and commercial partnerships have contributed to the NSEETS contract approaching its maximum ordering value earlier than expected. NASA/GSFC intends to increase the maximum ordering value of the NSEETS contract to ensure uninterrupted support. This procurement action is being conducted on a sole source basis in accordance with FAR 6.302-1 and 10 U.S.C. 3204(a)(1).
As the contractor, Aerospace, a United States Air Force Federally Funded Research and Development Center, is uniquely qualified to provide the services required. Aerospace is considered the only contractor that can meet GSFC’s needs, without disruption to current programs and services, given the short amount of time remaining under the current contract. These services function as integral parts of all the aforementioned NASA missions.
The skills required to support such critical missions and milestones cannot be readily replaced. Award to any other source for this period would delay NASA’s missions. The government does not intend to acquire a commercial item using FAR Part 12.
This notice is not a request for competitive proposals.
