Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for performing pre-construction services and construction services for P-271, E-130J Main Operating & Training Base, Marine Corps Air Station (MCAS) Cherry Point, North Carolina. PROJECT DESCRIPTION: This project constructs all operational and support facilities for E-130J Main Operating Base (MOB) and Fleet Replacement Squadron (FRS) training campus at the Marine Corps Air Station (MCAS) in Cherry Point, NC.
New construction facilities include an aircraft parking apron, aircraft access apron, taxiway, three-bay aircraft maintenance hangar, training building, Mobile Support Unit operational compound, and an aircraft maintenance and ground support equipment warehouse. Renovation of existing facilities includes Building 244 for Center for Naval Aviation Technical Training (CNATT) academic and applied training functions associated with the E-130J. The Aircraft Maintenance Hangar will be a two-story building with high-bay, overhead maintenance space to support three E-130J aircraft.
The hangar will be constructed as four separate buildings with expansion joints, built on deep foundations using driven precast, prestressed concrete piles. The Hangar Security Building is a single-story security guard house, outside of the PL2 security fenceline, that provides controlled access to the hangar enclave for vehicles and pedestrians. The Training Building is a predominantly single-story building, divided into four massing areas with varying roof heights.
Much of the facility is low-rise, with roof heights of 16-20 feet. The Mobile Support Unit Operational Compound is a low-rise, pre-engineered long-span metal building. The Aircraft Maintenance and Ground Support Equipment (GSE) Warehouse is a low-rise, pre-engineered metal building with structural columns located along the middle of each space.
The project will renovate and alter portions of Building 244 which has a total floor area of 4,356 m2 and currently supports existing CNATT functions. The project also includes significant road widening along Roosevelt Avenue and Access Roads, utility upgrades including the replacement of an electric substation, water, sewer and communications lines and a pump station. The completion time for this project is approximately 700 calendar days after award for pre-constructions services and 1,825 calendar days for construction services.
P-271 is a design-bid-build project. This procurement will utilize the Early Contractor Involvement (ECI) approach and be procured in two segments: Segment I – Early Contractor Involvement Preconstruction Services and Segment II – Construction Services. Segment I – This solicitation is being advertised as "Unrestricted" for full and open competition and require both non-price (technical and past performance) and price proposals for the preconstruction efforts and utilizes the best value continuum process at FAR 15.103-1 (DPCAP CD 2026-O0048), Tradeoff.
The basis for evaluation and evaluation factors for award will be included in the solicitation for Segment I and will those evaluation factors will carry over to Segment II. The Government intends to award three (3) contracts to three (3) contractors for the Segment I – ECI preconstruction services. Segment II – Only contractors from Segment I will be prequalified to propose on the construction services.
The Segment II source selection procurement requires both non-price and price proposals for the construction and will utilize the best value continuum process at FAR 15.103-1 (DPCAP CD 2026-O0048), Tradeoff. The basis for evaluation and evaluation factors for award included in Segment I will carry over to Segment II in addition to the remaining technical factors. Segment II will award the construction services to only one (1) of the three (3) prequalified offerors who received an award for ECI preconstruction services in Segment I. P271 will be at the 35% design stage upon award of the ECI Preconstruction Services.
The selected contractors for the ECI will work collaboratively with Designer of Record (DOR) and the Government team to improve the overall project delivery. The preconstruction services will generally include: reviewing and evaluating the design documents at specified stages of development to identify potential constructability challenges and risks; providing value engineering-style recommendations and alternative ideas to improve the final product considering cost and schedule; advising on efficient construction means and methods; providing regularly updated construction cost information with substantiating documentation; identifying construction cost and schedule risks and mitigation recommendations; and identifying opportunities to increase small business subcontractor participation.
The DOR will collaborate with the Construction Contractor to ensure the design does not inhibit use of efficient construction means and methods, and to develop design solutions that avoid constructability challenges and minimize cost and schedule risks. The DOR will maintain responsibility for the quality and engineering compliance for the design, and the Construction Contractor’s involvement during the design phase does not absolve the DOR of this contractual responsibility or Architect-Engineer (AE) liability.
The magnitude of construction for this project is over $1,000,000,000. The appropriate North American Industry Classification System (NAICS) code for this procurement is 236220 – Commercial and Institutional Building Construction and the Small Business Size Standard is $45,000,000. This office anticipates award of a contract for these pre-construction services by January 2027 and award of the construction by September 2028.
