Description

Department of State Overseas Buildings Operations Planning and Real Estate Worldwide Professional Brokerage Services Synopsis The Department of State plans to award multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for a two-year base and eight subsequent one-year options, at the discretion of the Government. The IDIQ awards will be made to the responsive Offerors whose proposal conforms to the solicitation and offers the “Best Value” to the Government, whereas technical considerations are more important than cost.

This award will not be set aside for small business. Multiple awards will be made with each awardee being guaranteed a minimum of $25,000 for the entire contract period of performance and shall not be considered the minimum amount for each year should any option years be exercised. The overall ceiling price for the multiple award IDIQ contract is $35,000,000.

The maximum aggregate dollar value of all task orders awarded under the IDIQ type contracts during the base year and option years exercised cannot exceed this ceiling. This ceiling is not being subdivided equally amongst the number of awardees, nor is it being multiplied by the number of awardees. The NAICS code for this requirement is 531210.

The contractor shall provide real estate services for a variety of projects in every country throughout the world where DOS has a presence (over 290 U.S. diplomatic posts worldwide). The DOS’ real estate portfolio includes land (improved and unimproved), office buildings, office space, warehouses, recreation areas/centers, representational facilities, residential properties (single, multi-family and apartment buildings), motor vehicle facilities, support facilities, and mixed-use properties that support its diplomatic missions overseas.

Services include, but are not limited to, the preparation of oral reports narrative reports, form advisory reports concluding to an estimate or range of price and highest net value to the United States Government, rent studies, reports on real estate/development trends, feasibility studies, property searches, sales brokerage and marketing services, highest and best use studies, appraisal support assistance, broker opinion of value, Architect and Engineering services, real estate disposal services, available ownership interest reports, tenant representation/leasing services, buyer representation services, field work, real estate legal counsel services, geospatial analytics, planning/zoning/entitlements, public-private partnership analytics, and other real estate consulting services as needed.

Proposal Submissions: The Request for Proposals and its attached documents will be posted under Solicitation Number, 19AQMM27R0034 on or around November 16, 2026. No paper copies will be mailed. Proposal submissions will be due no later than 5:00 PM, EST on December 21, 2026.

The scope of services is similar to previous IDIQ solicitations and therefore the government does not anticipate any major questions or concerns from prospective vendors. Point of contact for this synopsis is Alaina Wooten who can be reached via email at [email protected] .
